1- i would agree with this order since they are words mostly used for a house which is my way of teaching ,, which is learning the names of places and objects around you
i will add for beginners 1- pillow 2- bag 3- hall 4- chair 5- towel
for intermediate 1- elevator 2- neighbor 3- television 4- cabinet 5- fridge
for advanced 1- curfew 2- siblings 3- doorknob 4- assessment 5- outskirts
5- regarding the two sentences about whether the students should choose the words they want to learn or the teacher should decide what to teach them i would say it depends on the situation and the purpose of learning English
1- if the students were in a regular school ,i would say that the teacher in this case who is deciding what the students should learn and which words need to be studied
2- if the the students were in a high level of studying English for example the college of English literature the students should be familiar with so many words so they can choose what to study
