I think, it’s the teacher’s job to decide which words students need to learn. Because teacher knows which word is useful, and has a frequent usage. Students may not be able to know these aspects of learning words. But teachers are experienced enough to decide which words are to be learnt.Therefore, it is the teachers who will decide which words students need to learn.
