I agree with the way that they are graded, because for beginners are the words that they have in their homes.
2.- When I was a child I went to Disneyland, the first words that I learned: ticket, boarding pass, gate, seat, right, left, rest room, chilly, ketchup, etc.
Expressions: fasten your seat belt, excuse me, please, I want …. etc.
Questions: How much is it?, where is the……?
I think I learned because I was in the Magic Park.
3.I think : carefree, easy-going, optimistic, cheerful, nosy, sociable, insecure, calm, hardworking, intelligent, obstinate, bossy, because they know the meaning, use in their context and, they can pronunciate.

I agree with letter b. It’s the teacher’s job to decide which words students need to learn, because the teacher in public school has a syllabus and have to use the contents and the text book .
