I think that the history is possible if people don't know how to arrive the place and if they don´t know the language.
When I was in Germany I was very carefull to take the buses or flight to avoid that kind of mistake

I think it could happen to people, in many cases elederly, who arrange their first trip to a foreign country after having spending most of their life in the neighborhood. But it could happen either to youngsters monopolized by his own devices or to bussiness men more concentrated on job affairs than the flight where they are.
