I think personality and work experience are the most important. To have goods qualifications don't always mean that people are a good worker and the appearance is important but, for me, is not essential.
Personality is important because it can shows, more or less, how is this person and can help the interviewer to decide to choose a person, for example, for her organizational qualities.
Work experience is also important because the interviewer knows the work competences that the person are an they can be essentials for the job.
