I believe that depends mainly of the kind of job, but also there is a subjective side. If the interview is made by a human resources responsible all this qualities (appearance, qualifications, work experience and personality) will be valued more or less in the same proportion. But if the interviewer is the future manager perhaps he appreciates ones above all qualities. My present boss valued my previous effort to gain knowledge about the enterprise more than my work experience.
