If I will be working in Education Ministry in Spain, I will decide that children will study japanese how extra foreign language. The reason is that japanese is very importan for business today and the other languages not are important.
I think that Toggle should disappear, because I think that is better that in a small country all people speak the same language.
In my country (town and region) all people speak the same language but in my nation there are diferent local languages in diferent region and this isn't a problem for people how born or are living in those region, but it is a problem for people how are living in other region. I think that in a country every people must speak the same language.
