AURORA â€" Police say the two people involved in the shooting of a former Colorado Department of Transportation worker in his home were 14 and 15 years old.

Roger Baxter survived Tuesday morning's shooting because his cell phone slowed the bullet before it hit his chest.

Baxter lost his legs after a semi going 70 mph hit him on I-70 last October. He was shot in the chest after interrupting a burglary.

The incident happened shortly after 11 a.m. Tuesday in Baxter's home in the 19,100 block of East Nassau Drive.

The teens were arrested for first-degree assault and first-degree burglary. Bail for both of them was set at $50,000.

Investigators think the two got into the home through an unlocked window.

They have recovered the gun that was used in the shooting.

The Arapahoe County District Attorney's Office will make the decision on whether to charge the teens as adults.
