Before World War lotteries and sweepstakes were illegal in USA and many countries of Europe. After 1960’s the casinos and lotteries is legalized one of the motives is to raise the revenue in addition of taxes. Sometimes the public institution organize lottery for obtain funds for development. About the morality of gambling we can speak a lot. The history of lottery seems that is vey long. First dates about lottery are recorded in China in third century B.C. A forms of lottery can be found in Celtic era, ancient Greece and Roman Empire.
At beginning of fifteenth century in Flanders, Germany and Holland was organized lottery, the revenue was spend for built fortifications, dikes, civilian constructions and to help the poor. Lotteries was proved a painless form of taxation and was very popular.
First recorded official lottery was organized by Queen Elisabeth I in England.
In America the lotteries except the bad things, they had a important role in construction of academies, colleges, libraries, churches etc. Benjamin Franklin and George Washington was concerned in famous lotteries for welfare of nation. Lastly, lotteries is hidden taxes for national projects.
The craving for win to lottery was used the theory of probability. There are three types of probabilities for predict the winner combination: mathematical, empirical and subjective.

It's interesting that of the lottery of USA, but I go to tell us something about the lottery of Catalunya.
It's too statal. The Entitat Autònoma de Jocs i Apostes of the Generalitat of Catalunya is a commercial entity that is responsible for the organization and direct management of those games that the laws reserving the management of the Government. It also has to function on behalf of the Government to raise public revenue derived from this activity and pay the awards are established for each of the games.
