1. Possible explanations.
I think that people who saw the tracks got confused and maybe these tracks belong to normal animals or there may be people who make these tracks to confuse and generate opinion on the subject, so they make people talk about the subject and the place becomes popular.
2. What about you?
I do not believe that these creatures exist, I think it is people's imagination or fantasies that are created to generate uncertainty or even the visit of tourists to these places where they live.
