Should doping in sport be legalised ?

In my point of view, it should not be, since, as in life, efforts make you go further, the same should apply to athletes. The best should be, for their effort, merit, dedication and many other factors that make them reach the top, and not for external chemical help. For me it's not fair game

Will it ever be possible to stop athletes breaking the rules to win?

I think that with more exhaustive and very regular controls, the situation can be controlled. That entails some extra expenses, but I think it would be an option

Are athletes who take drugs cheats or are they victims?
If they are the ones who really dope voluntarily, they cheat. There have been cases of involuntary doping, due to medications that athletes have taken. In 2015, a list of medicines entered into force, which can no longer be used in sport, since it produces doping.

Lance armstrong is one of the most mediatic cases of doping in sports.
He was accused of using illegal substances to improve his performance.
He was dispossessed of the seven tour of France that he had won throughout his career.
It was the fall of a cycling legend.
